It's obvious that there's RW talking points. But who writes them?

Has anyone been able to track the genesis of a given day's or week's GOP talking points? Who actually writes them? Who distributes them? Karl Rove? Ed Gillespie? Scooter Libby? Who?

Considering how every RW radio host, from megastars like Rush to smalltown hate radio personalities, gets their hands on these themes and synchronizes their agendas so well, there must be a paper trail (or perhaps, an email trail).
