WASHINGTON, May 17 — The State Department's annual report on United States efforts to promote human rights and democracy around the world often receives barely passing attention.
This year's version, released today, was different.
The abuse of prisoners by American troops in Iraq is the sort of behavior routinely denounced in these reports (along with some conduct that is far worse) when it happens in other countries. Those countries — places like Iran and Burma and North Korea — routinely chafe at the criticism.
This year, the report's original release date of May 5 came during the first blast of disastrous publicity over abuse and humiliation of Iraqis at Abu Ghraib prison. The coincidence proved more than awkward.
