They are supposed to be charged with that responsibility but it looks like they are incapable of getting the information needed to make this judgement.
Either that or they KNEW there was no connection but they decided to go to war anyway.

And at the same time the pResident assured them he would take steps to build a coalition at the UN before going in. OF course we know what happened. Also, I would remind you that a President can send troops into conflict without COngresses approval. The only control congress really has is on the purse strings.
