Sen. Zell Miller (Democrat?) wants to fine TV and radio broadcasters a quarter for every viewer or listener they have when they air indecent programming.

The Georgia Democrat's proposal in response to the racy Super Bowl halftime show last month is far tougher than other approaches being floated in Congress.

Had it been in place, Viacom, CBS and the offending artists could have been fined up to $22.5 million based on the estimated 90 million people watching when singer Justin Timberlake exposed Janet Jackson's right breast.
