Former Pakistani intelligence officers knew beforehand all about the September 11 attacks. They even advised Osama bin Laden and his cohorts how to attack key targets in the United States with hijacked civilian aircraft. And bin Laden has been undergoing periodic dialysis treatment in a military hospital in Peshawar , capital of Pakistan 's Northwest Frontier Province adjacent to the Afghan border.

On the eve of the publication of its report, the 9/11 commission in the US was given a stunning document from Pakistan, claiming that Pakistani intelligence officers knew in advance of the 9/11 attacks.

The report, from a high-level but anonymous Pakistani source, also claims that Osama Bin Laden has been receiving periodic treatment for dialysis in a military hospital in Peshawar, the capital of Pakistan’s North West Frontier province, adjacent to the Afghan border.

The document was received by the commission last week as its own report was coming off the press, and was supplied on the understanding that the unimpeachable source would remain anonymous.

The document said: “The core issue of instability and violence in South Asia is the character, activities, and persistence of the militarized Islamist fundamentalist state in Pakistan. No cure for this canker can be arrived at through any strategy of negotiations, support, and financial aid to the military regime, or by a ‘regulated’ transition to ‘democracy.

Senator Graham says of the meeting: “We were talking about terrorism, specifically terrorism generated from Afghanistan.” The New York Times mentions bin Laden specifically was being discussed. The fact that these people are meeting at the time of the attacks is a strange coincidence at the very least. Was the topic of conversation just more coincidence?

September 11-16, 2001

ISI Director Lt. Gen. Mahmood Ahmed, extending his Washington visit because of the 9/11 attacks (see September 4-11, 2001 and September 11, 2001 (H)) , meets with US officials and negotiates Pakistan's cooperation with the US against al-Qaeda. It is rumored that later in the day on 9/11 and again the next day, Deputy Secretary of State Richard Armitage visits Mahmood and offers him the choice: “Help us and breathe in the 21st century along with the international community or be prepared to live in the Stone Age.” Secretary of State Powell presents Mahmood seven demands as an ultimatum and Pakistan supposedly agrees to all seven. Mahmood also has meetings with Senator Joseph Biden (D), Chairman of the Senate Foreign Relations Committee, and Secretary of State Powell, regarding Pakistan's position. On September 13, the airport in Islamabad, the capital of Pakistan, is shut down for the day. A government official later says the airport had been closed because of threats made against Pakistan's “strategic assets,” but doesn't elaborate. The next day, Pakistan declares “unstinting” support for the US, and the airport is reopened. It is later suggested that Israel and India threatened to attack Pakistan and take control of its nuclear weapons if Pakistan didn't side with the US (see also September 14, 2001 (approx.)). Was war with Pakistan narrowly averted? It is later reported that Mahmood's presence in Washington was a lucky blessing; one Western diplomat saying it “must have helped in a crisis situation when the US was clearly very, very angry.” Was it luck he was there, or did Mahmood—later reported to have ordered $100,000 wired to the 9/11 hijackers (see Early August 2001 (D) and October 7, 2001) - know when the 9/11 attack would happen?

3. The Pakistan Connection

There is evidence of foreign intelligence backing for the 9/11 hijackers.Why is the US government so keen to cover it up?



Omar Sheikh, a British-born Islamist militant, is waiting to be hanged in Pakistan for a murder he almost certainly didn't commit - of the Wall Street Journal reporter Daniel Pearl in 2002. Both the US government and Pearl's wife have since acknowledged that Sheikh was not responsible. Yet the Pakistani government is refusing to try other suspects newly implicated in Pearl's kidnap and murder for fear the evidence they produce in court might acquit Sheikh and reveal too much.



Significantly, Sheikh is also the man who, on the instructions of General Mahmoud Ahmed, the then head of Pakistan's Inter-Services Intelligence (ISI), wired $100,000 before the 9/11 attacks to Mohammed Atta, the lead hijacker. It is extraordinary that neither Ahmed nor Sheikh have been charged and brought to trial on this count. Why not?



Ahmed, the paymaster for the hijackers, was actually in Washington on 9/11, and had a series of pre-9/11 top-level meetings in the White House, the Pentagon, the national security council, and with George Tenet, then head of the CIA, and Marc Grossman, the under-secretary of state for political affairs. When Ahmed was exposed by the Wall Street Journal as having sent the money to the hijackers, he was forced to "retire" by President Pervez Musharraf. Why hasn't the US demanded that he be questioned and tried in court?



Another person who must know a great deal about what led up to 9/11 is Khalid Sheikh Mohammed, allegedly arrested in Rawalpindi on March 1 2003. A joint Senate-House intelligence select committee inquiry in July 2003 stated: "KSM appears to be one of Bin Laden's most trusted lieutenants and was active in recruiting people to travel outside Afghanistan, including to the US, on behalf of Bin Laden." According to the report, the clear implication was that they would be engaged in planning terrorist-related activities.

While the Pakistani Inter Services Public Relations claimed that former ISI director-general Lt-Gen Mahmoud Ahmad sought retirement after being superseded on Monday <8 October>, the day the US started bombing Afghanistan], the truth is more shocking. Top sources confirmed here on Tuesday , that the general lost his job because of the "evidence" India produced to show his links to one of the suicide bombers that wrecked the World Trade Centre. The US authorities sought his removal after confirming the fact that $100,000 were wired to WTC hijacker Mohammed Atta from Pakistan by Ahmad Umar Sheikh at the instance of Gen. Mahmoud. Senior government sources have confirmed that India contributed significantly to establishing the link between the money transfer and the role played by the dismissed ISI chief. While they did not provide details, they said that Indian inputs, including Sheikh's mobile phone number, helped the FBI in tracing and establishing the link.

A direct link between the ISI and the WTC attack could have enormous repercussions. The US cannot but suspect whether or not there were other senior Pakistani Army commanders who were in the know of things. Evidence of a larger conspiracy could shake US confidence in Pakistan's ability to participate in the anti-terrorism coalition. 19

Executives from Virginia-based CACI International complained that they had still not been informed by their client, the US defence department, that their employee, working for the CIA as an interrogator, was involved in the abuse of inmates at Abu Ghraib jail near Baghdad.
Jack London, CACI president, said: "The fact remains we are simply not able to confirm in any fashion any CACI employee was involved in the abuse at Abu Ghraib prison."
Ken Johnson, the company's president of US operations, added: "The employee questioned is still on the site and still performing the duties there and, by all accounts from our understanding, is doing a damn fine job."
It has been suggested the CIA contractor could escape any prosecution because US Army jurisdiction does not extend to American private contractors in Iraq.

Control: The Pentagon's hiring of civilians to question prisoners raises accountability issues.

Founded in 1962 as a small consulting firm, CACI now has more than $1 billion in annual revenue. It specializes in information technology but also has branched into every corner of the Defense Department to become "essentially an odd-jobs provider for the federal government," according to Tim Quillin, an analyst for the investment banking firm Stephens Inc.

More than 90 percent of CACI's business comes from its main customer - the Pentagon - and other federal agencies, according to reports filed with the Securities and Exchange Commission.


Among the company's former directors is Richard L. Armitage, who resigned in 2001 to accept an appointment from President Bush as deputy secretary of state.

But these soldiers aren’t simply mavericks. Some accused claim they acted on the orders of military intelligence and the CIA, and that some of the torture sessions were under the control of mercenaries hired by the US to conduct interrogations. Two “civilian contract” organisations taking part in interrogations at Abu Ghraib are linked to the Bush administration.
California-based Titan Corporation says it is “a leading provider of solutions and services for national security”. Between 2003-04, it gave nearly $40,000 to George W Bush’s Republican Party. Titan supplied translators to the military.
CACI International Inc. describes its aim as helping “America’s intelligence community in the war on terrorism”. Richard Armitage, the current deputy US secretary of state, sat on CACI’s board.
No civilians, however, are facing charges as military law does not apply to them. Colonel Jill Morgenthaler, from CentCom, said that one civilian contractor was accused along with six soldiers of mistreating prisoners. However, it was left to the contractor to “deal with him”. One civilian interrogator told army investigators that he had “unintentionally” broken several tables during interrogations as he was trying to “fear-up” detainees.
Lawyers for some accused say their clients are scapegoats for a rogue prison system, which allowed mercenaries to give orders to serving soldiers. A military report said private contractors were at times supervising the interrogations.
Kimmitt said: “I hope the investigation is including not only the people who committed the crimes, but some of the people who might have encouraged the crimes as well because they certainly share some responsibility.”
Last night, CACI vice-president Jody Brown said: “The company supports the Army’s investigation and acknowledges that CACI personnel in Iraq volunteered to be interviewed by army officials in connection with the investigation. The company has received no indication that any CACI employee was involved in any alleged improper conduct with Iraqi prisoners. Nonetheless, CACI has initiated an independent investigation.”
However, military investigators said: “A CACI investigator’s contract was terminated because he allowed and/or instructed military police officers who were not trained in interrogation techniques to facilitate interrogations which were neither authorised nor in accordance with regulations.”

Armitage also worked as a consultant to Halliburton. Armitage is a former co-chairman of the U.S.-Azerbaijan Chamber of Commerce. He was instrumental in the reconstruction of the emerging economies of the former Soviet republics, after the fall of the Communist empire; along with Condi Rice, who rode herd on the Bush cabal's bid for U.S. control of the Caspian oil.

Armitage Pledges to Deepen U.S.-Pakistan Alliance
ISLAMABAD (Reuters) - U.S. Deputy Secretary of State Richard Armitage pledged on Monday to deepen Washington's ties with Pakistan, dismissing talk of cracks in the relationship after meeting President Pervez Musharraf.

Last week Armitage said some in Pakistan's security community were less than enthusiastic about working with the United States, especially in tracking down Taliban and al Qaeda militants along the Afghan border.

Pakistan has also expressed deep reservations about Washington's decision to allow Israel to sell an advanced early warning radar system to India, saying it would create an arms imbalance in South Asia.

"We are very interested in having a full relationship with Pakistan, not simply one based on the global war on terror, the one that covers the entire gambit -- economic, social, political as well as of course security," Armitage said in Islamabad.

Armitage had already attracted the attention of the President's Commission on Organized Crime by writing a glowing character reference for her in conjunction with her trial, on Pentagon stationery no less. What our article added was the juicy personal angle that has become a requirement for killing a nomination. It seemed that when the Arlington Police raided O'Rourke's house, they discovered some unusual photographs: They showed a nude O'Rourke holding another photo, which depicted her and Armitage wearing swimsuits.

The most obvious motive for taking such photos was to give O'Rourke some kind of leverage over Armitage; even though they didn't prove anything in themselves, they certainly implied an intimate relationship between a high-ranking government official and an organized crime figure. At the very least, they raised the question of why the official had put himself in a position where a mobster might think she could blackmail him.

under a pseudonym. Her current husband is senior academician in London University and adviser on Pakistan/Iran/India to Tony Blair. He also has murky past - sex crimes, involvement with Provisional IRA in London bombing campaigns which has been sweetly swept of his CV by ex-MI5 head Stella Rimmington in a plea bargain exchange for info on IRA/FARC joint ops in the 1980s.

They were both involved in the 1986 disappearance of UK estate agent Suzie Lamplugh and a huge property/real estate heist involving money laundering.

Lamplugh believed to be natural daughter of ex-BCCI general Manager John Hilberry.

6. Richard Armitage and the CIA in the 1970's

Mr. Armitage left active duty in 1973 and joined the U.S. Defense Attache's Office in Saigon. Before the fall of Saigon, he organized the evacuation of Vietnamese naval assets and personnel, who had collaborated with the US, from the country.

In May 1975 Mr. Armitage joined the Defence Intelligence Agency (DIA) in Washington as a consultant and was posted in Tehran, Iran, until November 1976, when he resigned from the Government service and joined the private sector.

It is generally believed that Mr.Armitage actually served in the Central Intelligence Agency (CIA) till 1978 and from 1976, after a cover resignation from the CIA, worked for some private companies of the CIA, which were being used by it for covert actions in Indo-China. His critics had alleged in the past that he was the author of the idea of using heroin to weaken the fighting capability of the communists in Indo-China and then in Afghanistan though the late Le Comte de Marenches, the head of the French External Intelligence Agency under Presidents George Pompidou and Giscard d'Estaing, had claimed that it was he who had given this idea to the Americans with specific reference to Afghanistan.

7. Another strange Armitage heroin story

The CPI report entitled "Cheney Led Halliburton to Feast at Federal Trough", written by veteran journalists Knut Royce and Nathaniel Heller, describes how, under five years of Cheney's leadership, Halliburton, largely through subsidiary Brown & Root, enjoyed $3.8 billion in federal contracts and taxpayer-insured loans. The loans had been granted by the Export-Import Bank (EXIM) and the Overseas Private Investment Corporation (OPIC). According to Ralph McGehee's CIA Base, both institutions are heavily infiltrated by the CIA and routinely provide NOC to its officers.

One of those loans, to Russian financial/banking conglomerate The Alfa Group of Companies, contained $292 million to pay for Brown & Root's contract to refurbish a Siberian oil field owned by the Russian Tyumen Oil Company. The Alfa Group completed its 51 per cent acquisition of Tyumen Oil in what was allegedly a rigged bidding process in 1998. An official Russian Government report claims that The Alfa Group's top executives, oligarchs Mikhail Fridman and Pyotr Aven, "allegedly participated in the transit of drugs from Southeast Asia through Russia and into Europe". These same executives, Fridman and Aven, who reportedly smuggled the heroin in connection with Russia's Solntsevo mob family, were the same ones who applied for the EXIM loans that Halliburton's lobbying later safely secured. As a result, Brown & Root's work in Alfa Tyumen oil fields could continue - and expand.

The heroin mentioned in the CPI story originated in Laos, where longtime Bush allies and covert warriors Richard Armitage and retired CIA ADDO (Associate Deputy Director of Operations) Ted Shackley have been repeatedly linked to the drug trade. It then made its way across Southeast Asia to Vietnam, probably the port of Haiphong. Then the heroin was shipped to Russia's Pacific port of Vladivostok, from where it was subsequently bounced across Siberia by rail and then by truck or rail to Europe, passing through the hands of Russian Mafia leaders in Chechnya and Azerbaijan. Chechnya and Azerbaijan are hotbeds of both armed conflict and oil exploration, and Brown & Root has operations all along this route.

As described in previous issues of FTW, this long, expensive and tortuous path was hastily established after President George Bush's personal envoy Richard Armitage, holding the rank of Ambassador, had travelled to the former Soviet Union to assist it with its "economic development" in 1989. The obstacles, then, to a more direct, profitable and efficient route from Afghanistan and Pakistan through Turkey into Europe were a cohesive Yugoslavian/Serbian Government controlling the Balkans and continuing instability in the Golden Crescent of Pakistan/ Afghanistan. Also, there was no other way, using heroin from the Golden Triangle (Burma, Laos and Thailand), to deal with China and India but to go around them.
