Powell said at a news conference that Iraq's interim government will have "full sovereignty." Here is some text from his news conference:

Am i hearing correctly? he says that iraq will have full sovereignty unless the US is in some way prevented from "...accomplishing their mission." maybe i don't understand what sovereignty is? can someone please explain this to me. when i heard it, i was reminded of the line from animal farm that said something like, "all animals are equal but some are more equal than others."
