U.S. Consulate General in Matamoros Encourages Tougher Travel Restrictions for Americans

MATAMOROS – The U.S. consulate general has restricted personal travel for American workers at the consulate and their families. Because of the continuing violence in Matamoros, they're not allowed to travel from midnight until 6 a.m.

What does this 'not allowed' mean?

2. The consulate can presumably pull a "not allowed" on its employees
That's fair game for them. They're doing that and arguing that there should be a "not recommended" for Americans in the area other than consular staff.
