BIRMINGHAM, Ala. - Congressional Democrats are undercutting U.S. troops by trying to impose limits on the military in Iraq, Vice President Dick Cheney said in remarks prepared for a fundraising appearance in Alabama on Monday.

"When members of Congress speak not of victory but of time limits, deadlines, or other arbitrary measures, they're telling the enemy to simply watch the clock and wait us out," Cheney said in remarks released by his press office.

"It's time the self-appointed strategists on Capitol Hill understood a very simple concept: You cannot win a war if you tell the enemy you're going to quit," he said.

"It's also clear that we've got enough supporters of the military in Congress to sustain a veto," he said. "And so it is pointless for the Democrats to continue pursuing this legislation."

The will of the people of Iraq and the United States matters not a whit to him.

Where does Mr. Cheney expect the Iraqi people to go? Should they just settle in and submit to another minority dictatorship, enforcing its will through force of arms and terror, like their previous regime under Saddam Hussein?
