The pursuit of blame is often stoked in the partisan cloakrooms of the capital, then fanned by the media into a full-blown scandal.
There is a wrinkle this time, in that some experts in Washington folkways see a legitimate issue, not just the fodder of partisan pettiness.
Robert Bennett, one of the capital's most prominent defense lawyers and often one of the first to be called by a politician in trouble, said that "this is a very legitimate issue for the press to pursue and leave it to the public to determine how serious it is or is not.

"Bush has some problems," said Andrew Kohut, director of the non-partisan Pew Research Center. "His numbers are softening. But it's not clear whether it's the credibility questions, the casualties, the economy or other issues. . . . He is being seen for the first time in his presidency as a president under fire. He's sort of on his back foot."
A lot of it is what we already know, but the significance is its front page placement. Drips turn to trickles turn to streams...
