Schwarzenegger Wants Davis to Stop Filling Posts & Signing Bills

This sort of reminds me of when Nancy Reagan said she wished the Carters would move out of the White House early so she could start to redecorate.

LOS ANGELES, Oct. 10 — California's governor-elect, Arnold Schwarzenegger, asked Gov. Gray Davis on Thursday to suspend action on all pending bills and to stop appointing judges and members of state boards and commissions.

At a news conference in which he named the director of his transition team and bipartisan 65-member transition advisory panel, Mr. Schwarzenegger said the voters had decided Mr. Davis's fate, and he called on him to live up to his promise to cooperate fully in the transfer of power. Recently, Mr. Davis has filled scores of judgeships and other appointed positions and is acting on hundreds of bills passed in the final days of the legislative session.

"He has the right to do so, but I, of course, would like it if he doesn't make any appointments, and I would like it really if he doesn't sign any more bills," Mr. Schwarzenegger said. "But we will be working on that, and I'm absolutely convinced that when the governor says that he wants to have a smooth transition, that we will in fact have a smooth transition."

Steven Maviglio, the governor's press secretary, said that Mr. Davis would continue to exercise all his powers until he left office and suggested that Mr. Schwarzenegger still had some things to learn about how Sacramento operates. About 230 bills were awaiting the governor's action, Mr. Maviglio said, and Mr. Davis was continuing to name judges and other appointed officials.

"Until the secretary of state hands the new governor his election certificate," Mr. Maviglio said, "Governor Davis will continue doing the job the Constitution requires him to do."

Ok i am a recent immigrant to the states, but my understanding on this is that CA allows recalls according to its laws, the recall got the signatures, the candidates put their names on the ballots legally, then the people voted, you might not agree with the law, or the vote, but i cant see anything illegal.

I believe our objection to the way the recall was handled stems from the underhanded, sleazy way the right wing has fomented the disdain for a two-term democrat among a loud minority and used it as a club with which to punish the rest of the state, while at the same time installing a movie-star figurehead with no political experience or platform, with a questionable background, secure in the knowledge that a significant percent of the populace would vote for said candidate simply because they are ignorant and apathetic and likely to vote for a celebrity simply because they recognize his name. Darrell Issa's bullying petition drive also falls into the sleazy and underhanded column. Illegal? No. Repugnant? Quite.

I could not find or see any aspect of this recall that stood out as the winner being an "illegally-elected bastard". What section or action in the recall was illegal?

Good. He's gonna come into town like the fucking new Sheriff of Planet Dodge, and he's gonna shriek at their resistance. They, in turn, will highlight every heartless and business-toadying suggestion he makes.

Sadly, the term limits have thinned the ranks of the truly adept career politicians, but there are courtiers enough to make him howl.

I wonder what Willie Brown's going to do on his big honkin' commission; he's smart enough to work honorably with it and wait...

There must be no tolerance of cries for "fairplay"; the whole recall was a dirty trick. He entered so late that any scandals could be portrayed as last minute.

Maybe he's sincere. Maybe I'm wrong. Maybe he should be railroaded, hounded, hectored and filibustered to an impotent rage anyway.

They used the letter of the law to pull off this panicky ignorance stampede, and the letter of the law should be used fully against them. With luck, Davis will do good things (as Nothingshocksmeanymore said) that he never could have gotten away with under normal circumstances. It's the letter of the law; until the certification, he is the Governor with all of the full powers he ever had in the office.

The law (which a new resident of America reveres above) allows Davis to make appointments and sign laws that can't be rescinded all the way up to the moment of the transfer of power. A good month or so from now.

Arnie has no intention of spending any more time than he has to in Sacramento. He's only a puppet anyway. Rove is quietly working behind the scenes to bring in a bunch of Bush lackeys to coordinate his every thought. Hell he's already got Jeb's "budget director" on the team.

He actually had to say that he wouldn't have time for movies now - as if he misunderstood what he was getting into and somebody reminded him that this is a full time job. He'll tire of it soon enough, when people become bored with or pissed at him and he realizes that running California is complcated and best left to professionals. When a good script comes along, I predict he'll look for a way out.

From a Sacramento resident, all in due time. Yesterday, the local media put this question to individuals that voted for AS "What if AS does not repeal the car tax?" Hands down, all subjects interviewed stated recall his ass (in some way).

The perspective from the local Dems is that we are going to let this play out for awhile. For some interesting opinions from local Dems, I encourage you to read today's Sacramento Bee editorial section. There are some pissed off people out there and decent analysis.

The Repukes out here are now trying to put the Legislature Dems on notice with the threat that if they become a roadblock on AS policies, that thier ass will be on the line in the next election in November (like a minny recall), they are even using the term recall for this general election. Many seats are open and look for them to play this card as a campaign issue. Look for major bills from AS in the next year due to this ploy. Does this sound familliar, "you are either with us or against us". I can see this phrase being used but in different context. Keep you posted!!

What an idiot.

First of all, as everyone has noted, Davis has full legal right to do whatever the hell he wants until the minute Arnold is sworn in.

Second, now that Davis is a lame duck, he has no political pressure on him at all. In fact he is more likely to do things that are politically risky but good for Dems and progressives now that he has nothing to lose.

Third, this makes Arnold look like the arrogant, ignorant prick he is. If I was a Dem in California I would be blowing up this story-- this can only hurt him.

I think Dems should urge Davis to do what Clinton did at the end of his term (minus the pardoning crap) and push every progressive bill and judge he can.

Some poli - sci prof on NPR a few days ago said that counties have 28 days to file their election counts with the CA secretary of state, and the secretary has 11 days to certify the results. Is that right? If so then Arnie will have to twiddle his thumbs and fume for over a month, an entertaining prospect. Surely there's at least one Democratic country election supervisor who will take the full 28 days to carefully complete the count ...

Can any California resident confirm that their governor's "mansion" is really a modest house on an average residential street? I can't imagine the Schwarzennegers moving from a palatial estate to a house that's probably smaller than Arnie's garage.

For more than 6 years now, the American people have invested enormous resources into what has become the most thoroughly investigated matter of its kind in our history. During that time, the last
American hostage has come home to freedom, worldwide terrorism has declined, the people of Nicaragua have elected a democratic government, and the Cold War has ended in victory for the American
people and the cause of freedom we championed. In the mid 1980's, however, the outcome of these struggles was far from clear. Some of the best and most dedicated of our countrymen were called upon
to step forward. Secretary Weinberger was among the foremost. Caspar Weinberger is a true American patriot. He has rendered long and extraordinary service to our country. He served for 4 years in the
Army during World War II where his bravery earned him a Bronze Star. He gave up a lucrative career in private life to accept a series of public positions in the late 1960's and 1970's, including Chairman
of the Federal Trade Commission, Director of the Office of Management and Budget, and Secretary of Health, Education, and Welfare. Caspar Weinberger served in all these positions with distinction
and was admired as a public servant above reproach.

He saved his best for last. As Secretary of Defense throughout most of the Reagan Presidency, Caspar Weinberger was one of the principal architects of the downfall of the Berlin Wall and the Soviet
Union. He directed the military renaissance in this country that led to the breakup of the communist bloc and a new birth of freedom and democracy. Upon his resignation in 1987, Caspar Weinberger
was awarded the highest civilian medal our Nation can bestow on one of its citizens, the Presidential Medal of Freedom. Secretary Weinberger's legacy will endure beyond the ending of the Cold War.
The military readiness of this Nation that he in large measure created could not have been better displayed than it was 2 years ago in the Persian Gulf and today in Somalia.

As Secretary Weinberger's pardon request noted, it is a bitter irony that on the day the first charges against Secretary Weinberger were filed, Russian President Boris Yeltsin arrived in the United States to
celebrate the end of the Cold War. I am pardoning him not just out of compassion or to spare a 75-year-old patriot the torment of lengthy and costly legal proceedings, but to make it possible for him to
receive the honor he deserves for his extraordinary service to our country.

Moreover, on a somewhat more personal note, I cannot ignore the debilitating illnesses faced by Caspar Weinberger and his wife. When he resigned as Secretary of Defense, it was because of his wife's
cancer. In the years since he left public service, her condition has not improved. In addition, since that time, he also has become ill. Nevertheless, Caspar Weinberger has been a pillar of strength for his
wife; this pardon will enable him to be by her side undistracted by the ordeal of a costly and arduous trial. I have also decided to pardon five other individuals for their conduct related to the Iran-Contra
affair: Elliott Abrams, Duane Clarridge, Alan Fiers, Clair George, and Robert McFarlane. First, the common denominator of their motivation -- whether their actions were right or wrong -- was patriotism.
Second, they did not profit or seek to profit from their conduct. Third, each has a record of long and distinguished service to this country. And finally, all five have already paid a price -- in depleted
savings, lost careers, anguished families -- grossly disproportionate to any misdeeds or errors of judgment they may have committed.

Right or wrong, it is standard practice to take care of as much business as you can before you get out.

Arnold Schwarzenegger is naive. Does he really think that Davis, after being ignominiously tossed from office while being harangued by Schwarzenegger who countless times said <sic> "Kollie-for-neeeans shoult turminate Gray Davis", that Davis would cooperate?

59. Davis should take a cue from the first President Bush
Ramrod through the sale of the biggest gold resource in California at fractions of a penny on the dollar to a foreign company, then take a seat on their board of directors once he leaves office.
