My neighborhood is comprised of middle-aged to older voters. Judging by the breakdown given to me by the Republican Party (I'm a poll watcher today) the area is predominantly Democrat. The workers said that for the first time they could remember there was a line out the door when they opened this morning! The only thing I'm a little nervous about is with all the Schwartzenegger buzz, people are forgetting to vote YES on the recall. It's the first question on the first page and since Arnie is on the last page people have the tendency of just going right to the page with his name. Even my husband almost forgot. People have been calling the radio shows saying the same thing. A few cried and said they forgot.

For Example: You can NO on the recall and do not name a sucessor!
Skip the recall part and vote for a Replacement!

That as long as you vote for a candidate, it doesn't matter if you vote Yes or No on the recall (Yes is assumed). That seems a bit presumptuous.

This implies that if you fill out a ballot the default response to question 1 is Yes to the Recall.

Can anyone help out here ?

I understand if you vote no, you can stop there.
I understand the reasoning for voting no but still voting for a candidiate in case the yes's win.
What if you vote yes and stop there?

49. Davis is not on the ballot.
It is, to my understanding, a two part ballot.

Question 1: Recall yes/no (or in this case - no vote, thus 0 vote and it doesn't count).

Question 2: Choice for governor.

Seperate questions.

First tally x% Yes; y% no and z% no response (only thing that matters is 50.01% yes. If yes, then count question two (I am sure they will tally the other votes, but if the recall doesn't surpass 50% - the second question is meaningless).

Thus no vote, by default by not counting as "yes" = no.

They can't be default pick a blank vote on question 1 and a candidate on question 2 as meaning a "no". It is entirely feasible that one votes against the recall and then for Arnie (as in - I don't like the recall process... but if we have to have a new guy... then I want him). Voter readers are not mind readers. This was part of the problem with the hanging chad vote counts - trying to come up with a systematic and fair standard to judge whether there was obvious intent (eg the degree of hanging) or not.

And according to Robert's Rules of Order, abstaining is not counted as a yes. If you need a majority (51%+ of the vote) that abstention is as good as a no.

Therefore, if this is true, these voters are shooting themselves in the foot.

The honorable part of me feels bad, but the pragmatic side of me says "Nyahhhhh!" And the pragmatic side is winning.

Take for example a theoretical three person electorate:

The first votes No on the Recall and Yes on Bustamante.
The second votes Yes on the Recall and Yes on Schwarzenegger
The third doesn't vote on the recal and votes Yes on Schwarzenegger

Thus it would be counted as:

Recall Yes: 1
Recall No: 1

Bustemante: 1
Schwarzenegger: 2

So there is no assumption either way. It is treated as a non-vote not a YES, not a NO.

It's very possible in my opinion, and I don't know why I didn't think of this before, that many of these demented individuals voting for Arnold as a novelty, will make this stupid error. Imagine what it's like to try to believe all this at once:

1. Rush is a good druggie, but all other druggies are bad.

2. The traitorous criminals in Bush's Administration are Great Patriots.

3. Davis must be recalled because he "screwed up the economy", but Bush's disastrous fiscal policies are super.

4. Arnold's sexual assaults are fine, but Clinton's consentual sex is a sign of the Apocalypse.

It's hilarious. I really hope this goes to a smelly place. I'd love to see them try to defend their flip-flop again.
