6. "City officials were divided"
So naturally, Quan and the cops take the most divisive course, the one that causes the most harm and damage that can never be undone. That's some brilliant leadership and governance, there. Oh, and as the cherry topping this shit sundae, Quan claims she signed off on the cops' plan, but didn't really know what it was. Can we put her in charge of something a little less potentially harmful? Like pushing the "up" button for the elevator in the City Hall lobby?
