87. There's a difference
between "them" being scared, and "them" using fear to motivate ordinary people against the protests. It's always a good idea to start with your own employees when spreading a fear campaign. They'll be glad to tell their friends and family around the country who are worried about a person they know works in the vicinity of the protest, and those people will use email, etc. to spread the fear.

I saw it happen in the Vietnam era, and every time there was an anti-WTO 'event' scheduled in a city where I worked. The banksters who use the armored limos and the helicopter port on the roof are not scared one little bit of the OWS group, they've paid the police plenty for protection. But that doesn't mean that they're unable to use the politics of fear to marginalize the protest.

Republicons have been masters at selling fear for as long as I can remember.
