7. That's one of the standard cadet uniforms at A&M.
The cadets love to play dress-up soldier, and this uniform represents horse cavalry attire. It's a ceremonial uniform, and not one worn on a daily basis. The sword, too, is a ceremonial deal. Military schools all play this game, and it's a point of pride for the students and alums. I wouldn't make anything more of it than that, really.
