15. Exactly my concern
The assistance needs to be physically present for people to legally obtain the IDs they need. I'm envisioning something like a 2-weekend procedure, where a team of activists assists a group of disenfranchised citizens.

Week 1 - assemble all necessary authenticating documents, put them in a folder for safe keeping

Week 2 - carpool over to a DMV in an upscale suburb (since the states in question will be shutting down the urban DMVs)

You know, it would be something of a victory if, when the election rolls around in 2012, the GOP legislators wake up to find that turnout hasn't decreased and they've been tossed out of office.
