When it started, they used it as a media vehicle to bash Clinton, trying to get him thrown out of office.
1996.
Then they spent the next 8 years defending anything the Republicans did.
And have spent the last 2 and a half years bashing Obama and the Democrats.
They have spent billions of dollars bashing Democrats.
