5. I am reminded of the government shutdown in MN where Dayton insisted there be new tax revenues
and then gave in and signed a deal with no new tax revenues and took money from education.

Dayton ran and won, campaigning that he would raise taxes on the wealthy, but in the end gave in with no new tax revenues.

No new taxes is the gold standard and idol for the Republicans. Any deal with no new revenues will be touted and spun as a victory for the GOP and they will brag how they beat Obama and will raise lots of money and campaign on that.
