Not so much a recount as a junta asserting their control to rig any election they want. If this is happening in WI, where else is it happening? I would think a Democratic President would be real concerned about rigged elections and fake ballot counting and re-counting. How does he expect to win any election in a state that rigs and corrupts its election counts?
