Why did he send them to Iraq instead?

I think he found it more useful to keep Bin Laden out there -- justifying his colored alert system, which he used repeatedly when it helped him politically. The one time he might have liked to have gotten Bin Laden was probably right before the 2004 election, but by then he'd lost him.
