1. Tough one.
There appears to have been some disageement in the mod forum. Some felt that the claim "but because those documents expose illegal government activities" was a highly speculative conspiracy theory, and moved the thread because of that. But others, who shared their opinions after-the-fact felt that the claim, while speculative, did not rise to the level of a conspiracy.

I think it probably could have stayed in GD. Sorry about that.
