Nevertheless, he compromised, waffled, equivocated, and deferred to his Blue Dogs (southern Democrats, many of them outspoken racists) to a shocking degree! But over the years, he prevailed! He also had a strong feeling for "Fiscal Conservatism in his makeup, and when he succumbed to it in 1938, he almost derailed his New Deal program!
