12. Exactly, perhaps he could be given a pass if he hadn't just recently
opened up for more drilling. Having done that, one is right to assume he did some investigation as to how well MMS and related government regulators were doing their jobs. But since he did open for more drilling, he should be held accountable for not knowing or not caring that regulators were oil industry stooges.
