They act out physically to assert some control over their lives. What they do is unhealthy and wrong, but they are not monsters who need to be punished. They are individuals who also need intervention. I am all for consequences for behaviors that are damaging to others. Bullying should not be tolerated, but to write people off without trying to find out what is motivating the behavior just serves to make sure it continues.
