It was a complete surprise to me when I saw this announced on the last day the House was in session.

To answer your specific question, I have no idea of the time required to gather all of the pertinent info for the CBO analysis. Somehow, it doesn't seem to be an inordinate amount of time, as others have done a pretty good estimate of what single payer would cost.
