If they told him if he veto's the spending bill he won't get another one. They already approved the military budget for the year and Congress can continue to waste time on special budget legislation when the war spending was well known at the time of the budget. You failed to included it in the actual budget, you are now going to veto an emergency budget... well that's all the spending bills we are planning this year take it or leave it. Then they walked out on him.
