There is a certain irony in that.
It may be more effective than an effort led by the Obama administration because the Republican Senators might be able to sabotage some of that. By saying, effectively, "We will have a highly transparent government -- and these transparency rules apply to PAST Presidents too", Obama is sending a huge signal for non-governmental groups to lead the way on these investigations. It is a very smart move. It keeps Obama out of the crossfire.
