first I would have to believe an incoherent teen (who had fallen from and overpass) actually made a coherent statement, that so threatened those officers that they felt the need to taser him once let alone 19 times. Twice is excessive 19 times is criminal.
After a fall like that, the first response for most thinking adults would be to check for injuries not to bark orders to comply and follow up with a taser.
