17. There was an announcement before the SOTU speech

Oil prices have climbed by more than 4% on news the US plans to boost its emergency stockpile.

US light, sweet crude rose $2.48 to $55.04 in New York, while in London, Brent crude added $2.40 to $55.10.

Energy secretary Sam Bodman said the government intended to increase its take-up of oil by 100,000 barrels per day in the Spring.

The news added to prices already buoyed by cold weather in the US increasing demand for heating oil.
