It is usually only enforced if the inmate is doing it out in the open to annoy or shock the COs (especially if it is in front of a female CO).

I know someone who was once in a Florida prison who told me this. He said when the guys were discreet, did it at night in their bunk, and used their sheet as a cover, they didn't get into trouble. I didn't ask him how he knew so many specifics about the policy.
