While I agree that this sounded off on the face of it,
you have to realize that some states charge a yearly
excise tax on each car; it's often *MUCH MORE* than
the registration fee.

Also, the cars often renew at different times; maybe
they didn't have the "what, 50 buck registration fee"
when the time came for one of the cars?
