What I notice is that because most people are of the same general economic class and have the same sort of life experience, it just doesn't sink in when something is different.

i.e..... for most people, "DMV" automatically means license. It becomes a stretch to understand that so many don't drive, and use it to get a state I.D.

This holds true for a lot of other things.... I have seen it myself that if it doesn't fit into the "normal" experience, people skip over a lot.
