Sometimes the dog lifts their leg or starts squatting before you can even act while they are on a leash. And this guy was walking a puppy which means the animal probably had little training.
As a dog owner I try to respect people's property and I sure clean up any poop but I've almost been dragging mine away when she squatted really quickly and started going.
