Where's the apostrophe in "A citizens guide..."?

What the hell does this sentence mean: "A citizens guide to Revolution of a corrupt government"?

Are we getting a "guide" to "Revolution of a corrupt government"? What is a "Revolution of a corrupt government"? Is the corrupt government going to revolt?

Have these people ever heard of the military-industrial complex? Do they know why the government appears corrupt?

I dare anyone to put up a billboard that calls for the dismantling of the Department of Defense and the CIA/NSA.
