Yes, more frequent severe storms are one of the ways climate change manifests itself. But not every severe storm can be called the result of climate change. As the linked article indicates, the storms in Saudi Arabia are the worst in a decade. Meaning worse storms have occurred in the past.

Saying that Jeddah was "flooded by climate change" makes as much sense as saying that Dayton was flooded by climate change in 1913.
