There is enough Republicans and Democrats who would be able to come up with a bipartisan solution if there were no politics involved. The problem is that no one wants to face the repercussions of passing reform because it will involve compromises that will piss too many people off on both sides of the aisle.

It is easier for politicians to ignore the hot button issue and pass it off to the next generation.
