If hospital visitation rules can be changed by presidential order, why not DADT?

I just noticed that at the top of the greatest page is a story about (laudable) presidential orders to HHS to change hospital visitation rules. Seems to me that thousands of public and private organizations are impacted by such rule changes. Rule changes that I laud.

Why can't a presidential order be made to change who can serve the country? Only one organization is affected. The US Government. The same government that is supposed to be protecting us from discrimination.
