The question I ask, and I am sure other rational, mature individuals ask, is which breeds are disproportionately prone to attack, and have the capacity to maim the victim? Evidently a chihuahua is fairly inoffensive - if you are not familiar with it, it's like small rodent.

If you want to own an animal which can cause so much damage, then you should have a very large insurance policy to cover the potential damages. I would guess about $5 million should do it.
