There are studies that have tried to derive the costs for the French program, and they conclude that even though the precise numbers aren't known, the price escalated substantially over the course of construction.
No nuclear plant has ever been built by private capital. Ever.
The CBO and various investment houses predict extremely high rates of default (50-70%) for new generation nuclear plants that have streamlined permitting and correcting the other things you are attributing failure to.
