The primary function of the mammary glands (breasts) indeed is to provide nutrition to newborns, however, evolutionary biologists also believe that breasts (especially in humans) act as secondary sex characteristics which make males want to mate with women. Most men won't argue with that - that breasts are sexually appealing.
As regards to the breast feeding in public, whatever. Doesn't really bother me too much. It probably would distract me for a few seconds and then I'd just go back to eating my meal.
