Thankfully, a lot of people ignore it.
When I got my first insurance check I donated money to one guy so he could buy a new stove to keep feeding the homeless. He is well known for feeding up to 100-200 homeless people 6 days per week out of his own pocket. He's a school bus driver, so his pockets aren't very deep. He's been doing this for years out of the back of a truck.
