86. NO, people are ASKING the council to put an immediate moratorium
on the tickets. The council is "Talking" about having a meeting where they might discuss this. So it's a pre-meeting meeting to discuss whether it even can go on the agenda at the meeting. :(

An immediate moratorium is what someone on the council no-doubt intends to submit to the council the next time they meet, if allowed. But that does not mean that the council as a whole is planning anything.

No city or town council is every really "Planning" anything until after it has been discussed and voted upon. Until then it is only one or more members who plan to bring it to the council, but again, only if allowed. Rules can be very strict in many places about what and how business can be put on the agenda.
