26. Instead use "people with developmental disabilities."
It is unfortunate that "retard" used as a noun with the emphasis on the first syllable has become so popular. Similarly, "retarded" as used in epithets like "Are you retarded or something?" have damaged a perfectly legitimate word on our language. Time to move on to something else to avoid the pejorative usage of "retarded."
