Naw, Cheney is a coward and he knows he's a coward. That's why he glories in the torture. He's too much of a coward to do it himself, but the idea that he can make a person cry with his decisions and then watch the videos of it makes him feel less like what he is...an evil cowardly little man.
Of all the bad things Bush did to the country, chosing this creep as a running mate was the worst thing he did.
