it actually might HELP matters because there already is a black market in food stamps but if it's greatly expanded, the discount will be even greater. this would give the people who really need the stamps for food a greater incentive to actually use it on food instead of trading it in for a lousy price that doesn't get you much in the way of cigs, drugs, or booze.
