Although despite a more coherent verbal stance, his ideas then were just as dumbass as they are now, as you note. He just had an easier time putting nonsense into articulate sentences before.
My own drinking and drug use have certainly intensified since he was appointed. Coincidence? Maybe, but I doubt it.
