I don't know what previous rulings you are talking about and I haven't seen any posted to date.

I won't pretend to know whether this is another positioning scheme or not.

However, from everything I have read,...and the sudden quiet among witnesses,...in addition to other information,...

I am figuring, something beyond the control of the network could be happening, here.
