has no basis in fact.
The statement was a right wing talking point/strategy (not supported by exit polling) designed to make Pelosi and Reid look ineffective because Rove knew the Dems did not have the numbers in congress to make a difference on the war.
The righties strategy has worked extremely well as it traveled from the WH through the corporate media to some Dem presidential candidates and lastly to the graveyard of right wing talking points - the Democratic Underground.
