shrub will use the "authority" he has already been given under the terror something-or-other act. Congress needs to actively rebuke his previous authorization(s), else he will continue to use it. Hillary said that she felt that she was lied to when she voted for the Iraq war resolution, but they have yet to repeal it. It will not facilitate bringing the troops home, but it would stop shrub from using this as his claim that Congress supports him.

BUT...The Congress cannot even vote on whether or not to vote for a non-binding resolution to slap his hands. So, nothing will get done.

Seder just hit this same story into the upper deck and posed the question "what will we do when the Congress does not give him further authorization and attacks Iran anyway?"
