program. I've read estimates that the new tax on cigarettes will raise between 7-10 billion over the next five years per year. I've also read that the program services approx. 7 million children and about 700,000 indigent adults. Do the numbers. This looks like a LOT of health care for basically an age group that probably isn't the biggest user of it to begin with. Please tell me the excess isn't administrative surplus. What am I missing here? Please do not take this as an anti-kid healthcare reply......I think we all should have healthcare.
