46. Seems like a distinction without a difference to me.
And it's not all that surprising to me. He also thinks that filibusters are parlimentary tricks or devices that should not be used. He is sort of a crackpot on this stuff, if you ask me.

I don't think he's all that much different than the current group of thugs in the Whitehouse. At least as far as I can tell he doesn't want to distiguish himself from them on anything of substance, on anything that matters. Sure, he votes a certain way that is different than what he says, but words have consequences too, you know.
